The Organized Crime Court in the district of Fortaleza accepted the complaint filed by the Ministry of Public Affairs of the State of Ceará (MPCE), through the Group Against Organized Crime (Gaeco), and sentenced José Abdon Gonçalves Filho to 33 years, four months in prison and 22 days in jail for the criminal offenses of an organization involved in assisting public servants, drug trade and illegal arms trade. He is one of the investigators in the second phase of Operation Genesislaunched by the MPCE in collaboration with the Intelligence Coordination of Public Security and Social Protection of the State of Ceará (Saraf), with the aim of erasing the action of members of a criminal organization that was also created, in large numbers, by agents and ex-agents of Public Security of the State of Ceará.

In this phase, the targets were investigated for various criminal offenses, organized and executed without stopping, such as extortion, drug trade, illegal arms trade, criminal organizations, among others. With the support of various Public Security agencies, the operation executed 16 arrest warrants and 16 search and seizure warrants in Fortaleza and Caucaia against military and civil police officers, suspected drug traffickers and a former official of the military police. The investigation revealed that the criminal organization dismantled in the second phase worked in the same way as the group condemned in the first phase, created by the police and informants, who described themselves as robbing and extorting the victims, who in most cases, were. chosen because they are already rebels. The responsibilities of the members of the structure were well defined, where the specialized police unit working with the help of other criminals, focused, in many cases, on the extortion and sale of seized equipment, including drugs and weapons, to a type of union of crime, including large amounts of money transferred.

Operation Genesis

The MPCE investigation began at the end of 2016 to determine the criminal activities of groups associated with criminal organizations, involved in the trafficking of drugs and weapons, theft and murder in the capital of Ceará and its metropolitan area. In the first phase of Operation Genesis, public security agents who were part of an investigated criminal organization did their jobs and used state instruments to commit illegal acts. During the investigation, in the first half of 2017, between the months of April and August, it was possible to identify other criminal acts involving public security agencies and businesses, which were created in order to carry out various crimes and are the goal. the second phase of the operation.. With the progress of the investigation carried out by Gaeco, until now, the operation has reached step sevenlaunched in April this year.
